The Tokyo Metropolitan Government Building is in Shinjuku, the biggest business district in Tokyo, and houses the headquarters of the Tokyo Metropolitan Government. The building is very large and consists three structures. The tallest of the buildings is "Tokyo Metropolitan Main building No.1" which is 48 stories tall and splits into two sections at the 33rd floor. This building was completed in 1990 for a cost of about 1 billion US dollars (at that time).
The great thing about The Tokyo Metropolitan Government Building is that is has a FREE obervation deck! (well, acutally 2 decks). The two panoramic observation decks, one in each tower on floor 45 are 202 meters (663 ft) high. When the weather is just right you may be able to see, Tokyo Dome, Meiji Srhine, Tokyo Skytree and even Mt. Fuji! The observatory is open pretty late so it is a romantic place for couples to view the night skyline also. The building / observation decks is a bit of a walk from Shinjuku, around 30 min., but the walk is an easy strait shot to the building through wide clean streets. There are plenty of signs in English that direct you in the right direction. Once you get there you can usually get on the elevator up to the observation deck within 15 to 20 min. depending on the day and time. The entrance to the free observation decks are clearly marked with signs along with a security guard who will nicely direct you to the spot to get into line. You will go through a security check and then a 1 min. ride up the elevator to the deck. Each deck gives you a nice 330 degree view of great metropolitan Tokyo.

You can walk from Shinjuku Station (about a 20-30 min. walk) but to get the closest, ride the Tokyo Metro (Marunouchi Line) and get off at "Nishi-shinjuku Station". Then walk the passageway to the Tokyo Metropolitan Government Buildings about 10 min. on foot.

Hours & Fees
Hours: North Observatory: 9:30 a.m. to 11:00 p.m. (last entry 10:30 p.m.).
Closed: South Observatory is closed on the first and third Tuesday of every month. North Observatory is closed on the second and fourth Monday of every month. Both closed Dec. 29-31, Jan. 2 & 3, Oct. 24.
Cost: Free
